Dr. Mark Turner
President and Chief Executive Officer
Optimal Solutions Group
Dr. Mark Turner is the President and Chief Executive Officer of Optimal Solutions Group (OSG). As part of the Supporting Healthy Marriage project, he coordinates the focus group task, oversees the development and adaptation of OSG’s management software for the SHM sites, and participates on the process evaluation team. Dr. Turner’s research has focused on social welfare, workforce development, family formation and paternal involvement. He is an investigator on the Fragile Families and Child Well-Being Study that surveys and analyzes a nationally representative sample of new parents. In recent research, Dr. Turner assessed the strength of child support enforcement in the cities included in the Fragile Families study, with a special emphasis on in-hospital paternity establishment, and also evaluated the privatization of child support enforcement in the state of Maryland. In the area of workforce development, he has recently evaluated the efficacy of living wage ordinances as an anti-poverty tool. Dr. Turner currently teaches a course entitled Poverty, Welfare, and Race in the Department of Economics at Johns Hopkins University. He earned a Ph.D. in Economics from the University of Maryland at College Park.
