Sharon Rowser
Vice President
MDRC
Sharon Rowser is Vice President and Director of MDRC’s Oakland, CA office, where she specializes in the delivery of technical assistance in the areas of welfare-to-work, programs for noncustodial parents, and employment and training systems. As part of the Supporting Healthy Marriage project team, Ms. Rowser is leading the project's site development, program design and technical assistance efforts. In addition to her work on SHM, she currently directs MDRC’s work on the national project Building Strong Families, and she leads technical assistance efforts on several others. Ms. Rowser previously managed the U.S. Department of Labor’s Welfare-to-Work Technical Assistance project and Winning New Jobs, a replication of a successful job search assistance program. She was also operations coordinator for the national Parents’ Fair Share demonstration, which aimed to increase the employment, earnings, and child support paid by noncustodial parents of poor children. She has coauthored several MDRC reports on program implementation. Before joining MDRC, Ms. Rowser was a program officer in the Ford Foundation’s Urban Poverty program, where her portfolio included pregnancy prevention, crime prevention, and criminal justice. She received an M.A. in Urban Affairs and Policy Analysis from the New School for Social Research in New York City.
